Hazardous Cargo to Doha/Hamad

Consolidated Shipping Services (CSS), CaroTrans’ partner in the Middle East, has advised with immediate effect that hazardous cargo will no longer be accepted in to Doha/Hamad until further notice. Any cargo that has currently been received at our CFS stations will be held and storage charges will apply when free time expires.

Delivering to St. George Logistics

Issue Date: August 20, 2021

 

Effective Monday, August 23rd, STG Logistics will require compliance with the three conditions below for all export freight deliveries. Failure to comply may result in receiving delays, trucking detention and/or refusal of freight.

 

·     Cargo should be properly consigned to “STG Logistics c/o CaroTrans.” This must appear on the BOL being tendered at the time the cargo is being dropped off.

 

·     Freight must be labeled with the applicable, CaroTrans booking number.

 

·     A typed (not handwritten) booking number must appear on the BOL being tendered at the time the cargo is being dropped off.

 

This will speed up both the delivery process and dock receipt turnaround times. In addition to this, it ensures your cargo is correctly placed within our inventory for a smooth ocean container planning and loading.

 

As a reminder, all CaroTrans booking confirmations have the CFS address listed in the bottom right-hand corner of the page.

Hazardous Cargo Policy

Issue Date: August 17, 2021

 

Due to new and ongoing hazardous materials restrictions in place by steamship lines in the Alliance and the Ocean Alliance, CaroTrans cannot guarantee sail dates for hazardous bookings. Hazardous cargo is subject to roll based on the steamship lines’ acceptance of consolidated hazardous shipments and their acceptance of certain hazardous classes. LCL hazardous bookings are no longer allowed on OOCL vessels, they are heavily restricted on COSCO vessels, and restricted on ONE Line vessels. Batteries moving as non-hazardous under Special Provision 188 are no longer accepted on ZIM vessels.

 

CaroTrans’ hazardous materials experts and knowledgeable customer service representatives will work with you to schedule your hazardous shipment on an acceptable service and vessel. However, last minute changes to port rotations and vessel schedules often lead to last minute vessel changes by the service operators which can impact the acceptance of an LCL hazardous booking. Going forward, CaroTrans will not absorb CFS storage charges that accrue due to schedule and/or vessel changes made by the steamship line carriers.

CaroTrans has implemented the following Brown Marmorated Stink Bug (BMSB) regulations effective immediately:

 

The seasonal measures for Brown Marmorated Stink Bug (BMSB) regulations are outlined in the respective website of Australia’s Department of Agriculture and Water Resources (DAWR).

Shippers and forwarders should be guided by their consignees and consignees’ customs brokers as to the applicability of the regulation to their shipments. Due to the nature of the requirements, cost for noncompliance and the expense for onshore treatment in Australia will be for the account of cargo and could be significant.

 

The regulation, in short, requires that all shipments deemed as high risk by DAWR standards be treated prior to loading from high risk origin countries of which the USA is named. With consolidated cargo the rule states that if one shipment in the container is considered high risk, the entire container is considered high risk.

 

For this reason CaroTrans will require that all shippers review the requirements to determine their shipment’s risk and determine whether the cargo requires fumigation. We will require a signed declaration from the shipper to that effect before considering any shipment for loading.

 

CaroTrans will be providing fumigation services for LCL at our load ports and gateways, and the below measures will be in effect:

 

·     A completed BMSB form will be required for all shipments.

·     For LCL, shipments deemed as HIGH RISK by the DAWR will be subject to the fee of $30W/M with a minimum of $100 per shipment.

·     Sulfuryl Fluoride will be the treatment used.

·     If your shipment is deemed to be sensitive to the fumigant and CANNOT be fumigated, please contact your local CaroTrans office for options and service availability prior to booking.

 

For FCL bookings, please contact your local CaroTrans office to obtain fumigation charges.

New Zealand BMSB

CaroTrans has implemented the following Brown Marmorated Stink Bug (BMSB) regulations effective immediately:

 

The New Zealand MPI has provisionally finalized the Import Health Standard for sea containers from the United States.

Shippers and forwarders should be guided by their consignees and consignees’ customs brokers as to the applicability of the regulation to their shipments. Due to the nature of the requirements, cost for noncompliance and the expense for onshore treatment in New Zealand will be for the account of the cargo owner and could be significant.

 

The regulation, in short, defines Target High Risk goods for the 2021/2022 season to include Vehicles, Machinery and Parts. Some types of New Vehicles, Machinery and Parts will be excluded from the BMSB management requirements providing they have never been used outside, they have been stored indoors since manufactured, and a signed Exclusion Form is provided.

Please be advised that CaroTrans will NOT be treating our consolidations from USA to New Zealand. For any shipments that are considered New Vehicles, Machinery and Parts, we will be asking that the shipper provides the BMSB Exclusion Form prior to origin cut off.

 

A completed BMSB Declaration Form will be required for all shipments. In the event that your shipment falls into a Target High Risk category and you are not able to provide a signed Exclusion Form, CaroTrans can provide an alternative routing option that will allow for fumigation at a transshipment point. Please reach out to your local CaroTrans office for information alternative routings.
